I. Philosophy
Of Regionalization
Why is IVCF pursuing regionalization? For two major reasons:
First, to reflect IVCF's indigenous and autonomous
character in the region. Each region in the Philippines has its own unique
culture, unique opportunities and situations in terms of student ministry.
Hence, each region should take initiative to develop IVCF ministry in its
area and thereby provide its unique contribution to the strengthening of the
national IVCF movement. Regionalization however is not the same with
regionalism. Each region should always maintain a national perspective.
Second, as a strategy to evangelize the students in
a nationwide scale, By regionalization, IVCF Philippines shares to each
region the responsibility to take initiative and accountability for
planning, funding, growth, and decision-making for IVCF ministry in the
region.

II. Vision
For Regionalization: What is IVCF's objective of regionalization?
Guided by the above philosophy, IVCF's visions in regionalization
are:
1. Self-reliance. For each region to
assume responsibility in promoting evangelism, discipleship and mission
among students and graduates in the region. This involves tapping and
developing human and material resources in the region to support a
continuing and growing IVCF ministry in the region.
2. Partnership. For each region to be
capable of contributing as partners in IVCF national activities and in
evangelizing the Philippines campuses. By regionalization we dream of
sharing of resources, manpower and experiences from different regions
thereby enriching and strengthening the ministry and character of IVCF
Philippines.
3. Influence. For each region to be
exerting influence as salt and light in their region and as leaders in the
churches through the life and ministry of students and graduates in the
region. From the region we dream to extend the Kingdom of God throughout the
Philippines and into the world.

III. Areas
Covered in the Regionalization
IVCF does not follow the regional grouping of
the Republic of the Philippines. Since IVCF's ministry is geared toward the
students, what determine the constitution of a region are areas where the
educational centers of the country are located. IVCF gives priority to
strategic educational centers. By strategic we mean, campuses whose
graduates have greater potentials to be influence-makers and campuses that
have shown more "open doors" for the gospel.
IVCF is at present developing eight regions:

IV.
Organizational Structure in the Region
1. Regional Assembly (RA):
Each region will have a regional assembly composed of IVCF students, alumni
and friends of IVCF. The members of the assembly are automatically members
of IVCF Corporation thus qualifications and functions of members are
governed by IVCF Constitution and By-Laws.
The
RA will meet once a year to affirm support to regional plans and budget and
to elect members of the RAC.
2. Regional
Advisory Council (RAC): Composed of IVCF alumni, pastors or
Christian leaders in the region supportive to IVCF ministry. The RAC serves
as an advisory body to the Regional Director, raises funds for the budgeted
needs of the region, reviews regional plans and direction with the RD, helps
strengthen relation with the churches and other Christian organizations in
the region, and serves as steward of all IVCF's properties in the region.
Members of the RAC should also help in providing encouragement and support
to students, staff and GT members in the region. The RAC elects its own
officers (chairman, vice-chairman, secretary and treasurer). An area where
IVCF is regionalized may entitle one member of the RAC a seat in the IVCF
national Board of Directors.
3. Regional
Staff: Composed of full time staff (IVCF staff) and volunteer staff
(Grad Team members). The over-all team leader in the region in the Regional
Director or in case no one is qualified, a Regional staff- in-Charge is
appointed. The RD/SIC is directly accountable to the Director of Field
Ministry or General Secretary. It is his/her responsibility to execute the
long range plans (LRP) for the region, to serve as liaison between the
region and the National Office, to act as an ex-officio member of the RAC
and to supervise the regional staff.
The
deployment of staff in the region is decided by the national leadership in
consultation with the regional leadership. The number of full time IVCF
staff deployed in the region will be dependent on the kind of staff needs in
the region with due consideration to present availability of staff,
financial resources, and staff needs in other regions.
The
regional leadership is encouraged to participate in the recruitment of
full time staff by praying and promoting the need for IVCF staff and by
discipling and training student leaders to become future IVCF staff and GT
members. The appointment of staff is the responsibility of IVCF national
leadership done in consultation with the regional leadership and with due
consideration to the region's recommendation.
